Dear all,
The WHO/EDM Technical briefing that was held this year from 30
September to 4 October 2002 seems interesting, but why was this seminar
intended for "technical advisers and field staff of WHO, UNICEF,
other UN and bilateral agencies and non-governmental organizations
active in pharmaceutical and health sector support programmes in
developing countries" only, and not also to those countries MoH staff
?
Is it because the latter are overqualified compared to the former and
specific attention should be paid to the training of technical advisers so
that they could reach the technical level of those they are advising ?
Or is this initiative part of a broader agenda of the UN family to roll back
the state (as they have already some experience in the rolling back
programmes, with malaria for example ... ) ?

Response from Robin Gray, WHO EDM
The first WHO/EDM Technical Briefing Seminar was intended as a means by
which staff, working in the medicines field for UN agencies and the World
Bank, might begin to harmonize their thinking and activities on medicines
matters. WHO staff, were very much, included as a target audience and still
are. The seminar is a low budget, minimum bureacracy, production.
Since 1998, the audience has expanded and by default MOH staff have not
regrettably been mentioned in the announcements. Thanks to Mr Peffer for
pointing this out and it will be corrected. The last seminar was too large
at 36 participants, but did include 10 MOH and 10 WHO participants as well
as individuals from non-governemental organizations, country programmes and
universities. The format of the Seminar seems to be successful and it
remains in a state of evolution.
