Hi,
I am from Uganda and the functions detailed except training are
handled by the National Drug Authority. Training is the function of
the Ministry of Education in collaboration with the various
professional councils (like the Medical council to which all doctors
practising in Uganda MUST register) who check and approve the
curriculum and are responsible for the professional and ethical
conduct of its members after training.
