E-DRUG: 15% domestic preference?

When procuring medicines for the public sector in Africa, countries
sometimes allow a "domestic preference" for local manufacturers in tender
procedures. WorldBank procedures allow 15% for medicines procured from
their funds.
The % is sometimes different for manufacturing and "stock holding" (local
wholesalers).
Does anyone have an overview of what the actual percentages are in African
countries?
