Dear Colleagues,
Health Action International (HAI)-Europe has recently published a
handbook that may be of interest to a number of E-Drug readers. It is
entitled "Developing Essential Drugs Policies: a Guide for NGOs."
It was written due to the fact that while many NGOs have been
advocating the World Health Organization's Essential Drugs Concept for
the past 20 years, only a few have actually integrated its principles
into their own activities. This document explains why the adoption of
the Essential Drugs Concept can provide an NGO with advantages
including using limited resources well, providing clear guidelines for
decision-making and contributing to sound financial decisions.
This Guide is an updated and revised version of an earlier working
paper published in late 1996 that some of you may have seen. The newly
published Guide sets out practical reasons why adopting an essential
drugs policy is important and then explains a step-by-step approach
how an NGO might develop such a policy.
The topics covered within the text are based upon the results of a
survey conducted by HAI-Europe in 1993 among Europe-based, development
aid NGOs. While this office coordinated the project, many NGOs have
devoted time and energy to the writing of the text. A full listing of
those participating in the process is included in the booklet.
For the Guide to have real impact, it is crucial that it be brought to
the attention of as many NGOs as possible. We hope that you will let
