Maghreb Economics and Health System Network (2)

Dear Miloud Kaddar,
I enjoyed reading your recent posting on AFRO-NETS regarding the
Maghreb Economics and Health System Network. I know from living in the
Islamic Republic of Mauritania, that they consider themselves charter
members of the Maghreb Union, and had in fact come out with a popular
postage stamp when I was there (1992-93), showing the presidents of
Mauritania and Tunisia, the king of Morocco, and Moamar Quadaffi stand-
ing on a balcony, arm in arm, commemorating their alliance... Egypt may
have also been represented, but I don't remember -- it's been a few
years now.
By and large, those in North Africa consider Mauritania to be a defi-
nite nation of North Africa (with a considerable minority population of
ethnic Maures in Morocco), while those in West Africa (and in the U.S.
State Department, Peace Corps, and postal service) consider it to be
among the nations of West Africa. Mauritania is often considered to be
something of a poor cousin, in a manner of speaking, within either re-
gion. They often get the short end of the stick, in terms of aid, and
what they do get is often improperly administered there, sad to say.
Your posting mentions that this Maghreb Economics and Health System
Network may open up to include countries such as Mauritania (and
Egypt), which is good to hear. Mauritania could certainly benefit from
such a sorely needed progressive initiative, as anyone who has been
there can attest. I will follow their progress with interest and opti-
mism. Thank you for bringing it to our attention.
