Part-Time Health & Nutrition Project Monitoring Consultancy
Location in Harare / Zimbabwe
BACKGROUND
The Canadian International Development Agency's Food Aid Centre (MFA)
is currently engaged in a Southern Africa Nutrition and Health Pro-
gram, which supports interventions that aim to reduce hunger amongst
the poor through cost effective reduction in poverty, malnutrition and
disease. The Program's focus is on the poorest segments of the popula-
tion, either rural or urban based, with an emphasis on women and chil-
dren. It has been designed to address hunger problems in Zambia, Ma-
lawi, Mozambique and Zimbabwe, as these countries exhibit some of the
worst nutrition and health indicators in the region.
Canadian staple food commodities have been used by Canadian NGO's to
overcome constraints, which result in hunger by:
Generating local currency through the monetization of food commodities
to undertake interventions in nutrition, health and food security;
Supporting "food for work" projects that have both short and long-term
impacts in improving incomes of the poor;
Providing food incentives to low-income families to encourage them to
use primary health services.
CIDA/MFA is placing considerable emphasis on the measurement of re-
sults for this Health and Nutrition Program. MFA requires the services
of a consultant on a part-time basis, located in Zimbabwe to monitor
the results and management of the projects listed below. The consult-
ant would be based at the CIDA Project Support Unit (PSU), report to
the PSU-Director and communicate regularly with CIDA/MFA in Hull, Can-
ada.
Along with a review of current nutritional trends in Zimbabwe and Mo-
zambique, the consultant will specifically focus on the following four
Food Aid Centre funded projects:
Zimbabwe: Nutrition Initiative in the Communal Areas - CARE Canada
GOAL: To reduce malnutrition and micronutrient deficiency disorders
among 200.000 rural poor in selected communal areas.
Zimbabwe: Nutrition and Health Program - OXFAM Canada
GOAL: To improve the nutritional status and reduce drought vulnerabil-
ity of the most marginalized population, particularly women and chil-
dren.
Zimbabwe: Women's Health and Development Trust in Communal Areas -
CARE Canada
GOAL: To increase income and reduce malnutrition among 60.000 disad-
vantaged people, in particular women and children.
Mozambique: Tete Nutrition and Health - WORLD VISION
GOAL: Sustainable improvement in household nutrition and the health
status of women and children under 5 years of age in 4 regions of the
rural areas of Mozambique's Tete Province.
OBJECTIVES OF CONSULTANT'S SERVICES
Monitors MFA/CIDA-funded health and nutrition related projects in Zim-
babwe and Mozambique and their impact on the well-being of the commu-
nities they target;
Provides advice to CIDA on project related activities;
Acts as a nutrition resource person to the Food Aid Centre through the
Post;
Liases with international organisations, other donors and Government
Ministries involved in health and nutrition.
The consultant will be expected to review documents, comment on re-
ports and provide overall technical advice to MFA through the PSU. In
addition, the consultant will provide technical assistance as re-
quested by MFA to partner organisations.
The consultant will prepare for approval by MFA a workplan complete
with a proposed monitoring plan for the overall consultancy period.
DELIVERABLES
An annual work plan of activities including proposed monitoring plan
for approval by CIDA;
Project site visits and monitoring reports as requested by CIDA/MFA
Written comments on narrative reports from the projects as requested
by CIDA/MFA;
Advise on recommendations to CIDA/MFA on ways to improve project ac-
tivities as requested by CIDA/MFA;
Regular communication with partner organisations in the field.
QUALIFICATIONS
The ideal candidate would have:
A university degree or certificate in Public Health, Nutrition, or
Community Development with a focus on Nutrition/Health;
Over 5 years of work experience in the areas of Public Health, Non-
Profit Organisations, Community Development in Southern Africa;
Experience in Monitoring and Evaluation;
Experience in Result-Based-Management (RBM);
Computer literacy (word processing and internet/e-mail);
Research skills;
Ability to work independently;
Available to travel to field sites in Zimbabwe and Mozambique on a
regular basis.
As many of these projects are nearing (or just past) their mid-term
reviews, we are striving to have a suitable monitor in place as soon
as possible. We would hope to start mid of April or beginning of May.
The anticipated part-time contract and time frame could probably cover
a year and would be subject for review to be further extended.

Based on the submitted application CIDA-PSU will review all received
documents at the beginning of April.
Only the short listed candidates will be informed and invited for an
interview. Final contracting should take place mid or end of April to
start beginning May with the part-time work.
