Hello all - we are two Management Sciences for Health (MSH) employees
looking for information for a research paper on performance based re-
imbursement of health services. If you or anyone you know could help

PERFORMANCE BASED REIMBURSEMENT
Reimbursement mechanisms that use measures of performance as a condi-
tion of payment are beginning to be implemented in the health sectors
of developing countries. These mechanisms have been designed to en-
courage results by offering financial rewards to entities, teams, and
individuals that achieve performance targets. Some initiatives are
part of national health reforms and others have the potential to help
inform the development of policy on national reform. The goals of
performance reimbursement schemes include improved quality, improved
responsiveness to consumer preferences, improved efficiency, and im-
proved access.
WHY WE NEED YOUR HELP
As part of the USAID-funded LAC Health Reform Initiative, we are re-
viewing literature on performance-based reimbursement for provision
of health services, and how it can be integrated into health reform.
While we've come across a fair amount of information on performance
incentives, contracting, and performance-based contracting in devel-
oped health systems, we haven't seen a great deal on the application
of performance-based reimbursement mechanisms to improve the provi-
sion of health services in developing countries.
WHAT WE'RE LOOKING FOR
We're particularly interested in the answering the following ques-
tions:
* In what settings is performance-based reimbursement appropriate?
* What is known about design and implementation of performance-based
reimbursement programs (especially contracts)?
* What results have been documented?
* What are the gaps in knowledge about performance-based reimburse-
ment?
We are looking for experience of performance-based reimbursement used
between:
* donors and governments
* donors and NGOs
* governments and NGOs
* central and local governments
* governments and teams in public institutions
* insurers and service providers
* health institutions and their staff
